Vocational education sector is regulated by the Law on Vocational Education adopted by the Parliament in 2018, which replaced the Law on Vocational Education, being active since 2007. The proactive introduction of new law principles began in 2019, which, on the one hand, was closely linked to the social and economic challenges of the country, and on the other hand, met the obligations under the Association Agreement with the EU, such as - lifelong learning and development of key competencies; Introduction of principles of  "European Qualifications Framework" for lifelong learning; Establishment of a European Credit System for Vocational Education and Training (ECVET); Establishing a European quality assurance framework for vocational education and training and Unified Framework for the Transparency of Qualifications and Competencies (Europass).

A new model of vocational education is being formed on the basis of law, which is no longer a separate field, but part of a unified education system that has structural and substantive links with other subsystems of education. The law provides a solid legal basis for significant changes such as the integration of upper secondary education learning outcomes into vocational education and the transition from vocational education to higher education; Identify and prioritize various forms of work-based learning; Possibility to implement joint and exchange programs; Establishment of a system of adult education; Introduction of systemic approaches to inclusive education; Carrying out economic activities; Establish a system of vocational education teacher training, professional development and career advancement; Creating opportunities for the recognition of non-formal and formal education.
