Vocational education development policy in Georgia is related to the country's economic and social development priorities. Against the background of the global challenges of the 21st century, the rapid development / improvement of human capital is a challenge for all developed and developing countries. Consequently, the tools used by Western countries to meet the demands of the modern and rapidly growing labor market are related to the convergence of the labor market and education systems. Vocational education is the best tool to achieve this goal. Accordingly, the vision of the development of Georgian vocational education is related to the approximation of the system with the Common European Education Area and the implementation of sustainable and systemic reforms to fulfill this task.

The reform of the system is based on the goals and objectives declared by the Government of Georgia, which are given in the "Unified Strategy of Education and Science of Georgia - 2017-2021" and also in the sectoral strategic document - "Vocational Education Reform Strategy - 2013-2020".

The objectives of vocational education reform are: (1) to improve accessibility; (2) increase quality  (3) ensure compliance with labor market requirements; (4) ensure system inclusiveness; (5) foster internationalization; (6) improve image.
