​The inclusiveness of the education system is one of the priorities of the Ministry of Education, Science, Culture and Sports of Georgia. Currently, the entire education system is ready to develop and establish an educational environment that will create an equal opportunities of learning, development and progression for individuals with different needs and abilities. In addition, with the development of inclusive education, the Government of Georgia is fulfilling its commitment to ratify the 2014 Convention on the Rights of Persons with Disabilities (United Nations, 2008).

 Introduction of the principles of inclusive education at the level of vocational education began in 2013. Since then, a number of important legislative and practical changes have taken place, introducing an alternative enrollment procedure for vocational education programs, individually tailored learning approaches and special services for people with disabilities and special educational needs. In addition, the vocational education system delivers supportive initiatives that will make quality vocational education more accessible to various vulnerable groups.

The openness of the vocational education system to persons with diverse needs and opportunities is strengthened by the Georgian Law on Vocational Education, which defines inclusive education as an “equally accessible educational process that ensures provision of vocational education per individual needs and opportunities of all vocational students and listeners. ”(2018).
